It is probable that it will be desirable to discuss

this matter at an inter-departmental conference,

since I am not at all sure that the Air Ministry

at any rate will welcome the proposal in present

circumstances. I understand that the air Ministry

are proposing to reply to (15) that they can agree to

the assembly of ambulance aircraft, but not of

passenger aircraft, in Hong Kong. This decision would

knock this proposal on the head, if it is maintained.
